The Real Cost of High-Performance Building in Greater Victoria

Almost every conversation about high-performance building starts the same way. A client has heard the term Passive House, or seen "net zero" on a listing, and they like the idea of a home that stays warm through a damp Victoria winter without working hard to do it. Then they ask the obvious next question: how much more does it cost?

What they usually get back is either a vague "somewhat" or a number that sounds like it was pulled from a national average with no relationship to a real Vancouver Island build. Neither answer is good enough for a decision this size, so this is the real one.

 

How Much Does it Cost to Build a Passive House?

We'd rather tell you the number than let you guess at it. Across our recent projects, building to a genuinely high-performance standard; the mechanical systems, windows, and envelope detailing that Step Code's upper tiers and Passive House principles actually require adds somewhere between $225,000 and $325,000 to a project, depending on the size and complexity of the home.

That figure holds the architectural side of the house constant: it's the cost of performance, not the cost of a fancier kitchen or a more complicated roofline. Those are two different decisions with two different price tags, and it's worth keeping them separate when you're planning a budget.



 

Where That Money Actually Goes

We don't think a number means much without knowing what it buys, so here's the breakdown.

Advanced mechanical systems typically add $50,000 to $100,000 to the overall budget. This is the heat pump, the heat recovery ventilation that keeps fresh air moving through the house without losing the heat you've already paid for, and the added engineering to size all of it correctly for an airtight home. It's the difference between a house that has to work hard to stay comfortable and one that barely notices the weather outside.

Triple-pane windows add another $25,000 to $100,000, depending on how much glass the design calls for on your project. This is the line item clients notice first once they're living in the finished home; no cold walls near the windows, no drafts, no condensation fogging up the glass on a January morning.

Envelope and insulation detailing adds roughly $100,000. This is the least visible part of the entire premium and the part that matters most: continuous insulation with no gaps, careful air sealing at every junction, and the extra labour it takes to get an envelope airtight rather than merely code-compliant. It's what makes a house hold its temperature instead of losing it through a hundred small penetrations that nobody thinks to check.

Foundation insulation adds about $25,000. Heat lost through an under-insulated foundation is easy to ignore because you never see it, but it shows up every month on the utility bill for as long as you own the home.

 

Is It Worth It?

That's the real question behind "how much more does it cost," and it deserves a real answer rather than a sales pitch. A high-performance home costs more to build and less to run, and the gap between those two numbers closes over time in a way that's easy to model but often gets left out of the conversation.

More importantly, the comfort difference isn't theoretical. A well-detailed, airtight envelope keeps a Victoria home warm through a damp coastal winter without the furnace working overtime, and a net zero design generates roughly as much energy as the home uses, which means your energy costs stay predictable for decades rather than tracking whatever happens to utility rates.

For a home you intend to own for a long time, on a piece of land you're not planning to leave, that combination of comfort, resilience, and predictability is usually the actual reason people choose to build this way, not the certification itself.

You can open a window on a nice day exactly the way you would in any other home.

How is the energy generated for a net zero home? For most of our projects, solar. The panels are sized against the home's actual projected usage, not a generic formula, so the goal is a home that produces close to what it consumes over the course of a year rather than an oversized system that costs more than it needs to.
